Now, however, it is considered a serious indoor air pollutant with links to serious respiratory diseases such as asbestosis, mesothelioma and lung cancer. Mr. Edward B. Gaines Jr. was the first black firefighter in the city of Peoria.
Born in Bloomington on August 8, 1927, he was appointed firefighter on September 9, 1957. On the 26th. In December 1966, Firefighter Gaines was promoted to Fire Engineer and later appointed Fire Captain on January 12, 1969. Captain Gaines served in the department for 21 years and retired on September 25, 1978. After serving in the Peoria Fire Department, Mr. Gaines worked for Caterpillar Inc. and Methodist Medical Center. He was a veteran of the Korean War Army. Edward B. Gaines Jr.

The Legal Department is prosecuting violations of the order before the Ordinance Tribunal. In addition, the legal service prosecutes other violations of ordinances such as housing laws, alcohol codes and certain environmental violations through administrative processes. The Legal Service drafts and/or reviews all draft ordinances and decisions, conducts research on questions of law, procedure and policy, and represents the city in all forms of litigation before the courts or administrative authorities, including appeals. The legal department also prepares real estate cases and contracts involving the city of Peoria. The Legal Department answers questions from citizens or other government agencies and provides human resources and work-related legal services to employees of the City of Peoria.
